Pasting in Penup

In Penup, if you select an object to transform, there is a "Copy" option. There is however, no "Paste" option. Am I missing something? What is the purpose of a copy with no paste? Also, is there any way to duplicate layers?

for anyone still wondering how to do that , when you copy , there is an icon that appears on the left of the toolbar so you can paste what you copied (penup 3.9.16.21 version)
